There is a Call for Memoranda from the Special House Committee on National Security requesting Nigerians for SOLUTIONS ONLY contribution. The presumption, in the “solutions only” request, is Nigerians know national security.
Nigerians do not have and do not know national security. There has never been a philosophy of security that translate into national security in legislation. There has never been a programme of conscious schooling of Nigerians to any national security. Therefore Nigerians cannot contribute “solutions only” to a nonexistent national security problem.
The Nigerian legislatures should not deceive itself in playing the Gecko in a security house and national security home it did not build. They have played the Wall Gecko for the last two decades even within overwhelming mandate to exercise the power of review, amend and/or evolving new ideas for the governance of the entire realm.
The legislatures should proceed to create their security house and through practice build their national security home. For now, the house called security and the home called national security does not belong to them and is merely tolerating their presence. They have not utilised the mandate regularly given to them by most Nigerians since 1999 to begin building the democracy type security house, which through governance practice, will transform into national security home.
The Call for Memoranda is NOT that of the legislature. They have NOT the slight independent idea of the security and national security to which they have been saddled with by the 1999 Constitution. They are even unaware that the Standing Orders of the House of Representatives on the Committee on National Security and Intelligence barred members from inquiring into what is national security. How pathetic!
Thus National Security is a figment of the imagination of the representative rule ruling class particularly the civil non military kinds. Within the ruling class, national security perspective differ between the military, intelligence and law enforcement that presumed self as security first and national security second and the captured executives and legislatures that regurgitate that which they learned and thought they knew of this security and national security.
Time to avoid another needless embarrassment to the legislatures in a cause and course ordained to fail ab initio.
