WELCOME ADDRESS BY THE CHAIRMAN/CEO, NATIONAL HAJJ COMMISSION OF NIGERIA (NAHCON), ZIKRULLAH KUNLE HASSAN AT THE LAUNCHING/SIGNING OF THE AGREEMENT BETWEEN NAHCON AND JAIZ BANK ON THE HAJJ SAVINGS – BANK-LED OPTION,

HELD ON THURRSDAY, 10TH SEPTEMBER, 2020

AT THE COMMISSION CONFERENCE HALL,

HAJJ HOUSE, ABUJA

Protocol

It gives me great pleasure to welcome our guests to this all-important milestone in the history of Hajj affairs in Nigeria – signing Agreement with Jaiz Bank Plc, which will herald the implementation of the much-awaited Hajj Savings Scheme.

  • L-R: Alhaji Hassan, Alhaji Umaru Mutallab, Chairman, JAIZ Bank*

It is not an exaggeration to say that this is one of the most important achievements of the current board since its inauguration in February this year.

The Hajj Saving Scheme is a platform enshrined in the NAHCON Establishment Act 2006, as a contributory payment Scheme for prospective Muslims wishing to undertake pilgrimage to Makkah.

In this regard, I want to salute the spirit and good intention of the formulators of the Act as well as the doggedness of the 1st and 2nd Boards of the Commission under the leadership of Mallam Muhammad Musa Bello (the current FCT Minister), as well as the 3rd Board of the Commission under the leadership of Barrister Abdullahi Muhammad Mukhtar respectively, who have steadfastly made very significant progress to address and implement the Hajj Savings Scheme through many study visits to Countries like Malaysia, Indonesia and uncountable  meetings with relevant Stakeholders to come up with an appropriate model for implementation.

Today, we are launching the innovative Hajj Savings Scheme which has been in the pipeline even before the establishment of the Hajj Commission of Nigeria. The launching of the Bank-led option is designed to fast-track and press forward the implementation of the Scheme. In other words, the event of today is, but just a stop-gap to secure the Central Bank of Nigeria (CBN) License to operate the Scheme as a full-fledge model.

Among the many benefits that will surely manifest when the scheme fully comes on stream includes:

  1. Alignment of the Country’s Hajj System to global standard
  2. Make Hajj industry self-sustaining
  • Subsidize the cost of Hajj
  1. Boost economic growth and at the same time, further entrenches the culture of savings among our low income groups
  2. Lift our people out of poverty
  3. Provide employment
  • Allows for long term-strategic planning in all facets of Hajj operational management.

How can a person enroll into the Scheme?

Since Hajj is a fundamental pillar of Islam enjoined on every abled Muslims, it means every Nigerian Muslim is a potential pilgrim.

Therefore, every Muslim who intends to perform Hajj can be enrolled on the Scheme through the following outlets:

  1. NAHCON Offices across the Country
  2. State Pilgrims Welfare Boards/ Agencies/ Commissions
  • Approved Licensed Tour Operators
  1. Any branch of JAIZ Bank in the Country.
  2. Enrolment can also be done directly from the comfort of the room by logging into dedicated sites for the Scheme
  3. Subscribers can also deposit at their convenience, and the amount they want to contribute over a specified period to be determined by them
  • Deposit made will be invested in low-risk Sharia-compliant products which will be closely monitored by the Commission and the profit shared among the Stakeholders.

In line with the provision of NAHCON Establishment Act 2006, and in consultation with the Board, we shall in due course constitute a Board of Trustees to be submitted to the Government.

At this juncture, I will like to pay glowing tributes to Mr. President, Muhammadu Buhari, GCFR for his support and encouragements to the Commission over the years.

In the same vein, I wish to thank the Secretary to the Government of the Federation, Mr. Boss Gida Mustapha, whose commitment and dedicated effort has led to lots of improvement in Hajj administration.

We must to also commend the board and management of Jaiz Bank who shared in our vision of making Hajj affordable to the less privilege Muslims in Nigeria. Their choice of being our partners is not only based on the fact that they are the premier Islamic Bank in Nigeria but also due their commitment to ensure that we can together empower the Nigerian Muslim Ummah through the scheme.

To all my brothers and Sisters who are executive of Hajj in the States, Tour Operator Companies, the Ulama and other stakeholders in the Hajj family. I wish to call for your cooperation and support in order to strengthen the implementation mechanism. This is a call to action. I would like to see every one of us to rise from this meeting and rally our States and the people to key-in to the Scheme.

If we are able to do this, the benefits will surely manifest in no long distance.

Thank you and God bless.

Massalam
